In it's initial startup, formation of DMAT CA-6 was facilitated by five California Bay Area counties, each agreeing to take on some tasks required in new team formation:
- As the lead agency, Contra Costa County and in particular,
Contra Costa County Health Services, provided administration, primary printing and mailing costs, and as signatory sponsor, signed Memorandums of Understanding with NDMS and the State of California to form the team.

Alameda County provided training materials and equipment.

Marin County provided our initial policies and procedures manual and some equipment.

San Francisco County provided our training sites and some printing costs.

San Mateo County provided our warehouse, inventory maintenance (logistics), and some printing and mailing costs.
Even though we are now a functional, level 1 team, our sponsoring counties continue to make valuable contributions to the team, and Contra Costa County continues to maintain a signatory sponsor position on the CA-6 Executive Committee.
